These days, there is so much shown on the news with stories about children failing to get the help they deserve in schools. In particular, children with special educational needs and disabilities (SEND) are affected and specifically those who require an educational health and care plan (EHCP).
The short answer is money and funding. The way the budget is divvied up for schools who have children on their SEND register depends on a multitude of factors. Firstly, every school receives a certain amount of funding. Then an additional amount of money is assigned to the SEND budget. But, get this, the number of children with SEND needs per school isn’t that important. What actually is, is factors like Pupil Premium (pupils receiving school meals) income deprivation (socio-economic) the amount of children who need help reaching english and maths averages AND the existing amount of children who have EHCPs. Schools that can provide data that illustrates this information are the ones likely to get extra funds.
But how are children who need an EHCP being failed?
Often, mainstream schools spend any extra money on additional equipment, IT and teaching materials so as to cater for all their pupils.
But, if some children require specific help and they qualify for an educational health and care plan (EHCP) the headteacher, SENCo and potentially governors have to all agree to lobby the local authority for more money. It is common knowledge that a lot of local authorities are underfunded, it is also true that any extra funding given to schools is likely to be spent benefitting all of the children not individuals. Therefore, it is unsurprising that SEND children lose out.
The UK government has gotten better at allocating more funds to the SEND budget but many of those who work in schools worry that the surplus money gets swallowed up by existing deficits and doesn’t go where it’s needed. There’s also the bigger question that even if it does go towards children with SEND needs does it translate into helping and supporting them in a substantial and helpful way.
